The dolls are in VERY nice shape. You can get any historical doll and many AGoTs. Last year they were all $50 (except Kailey- who probably won't be there this year, but maybe Marisol) on Saturday, and the AGoTs that were left on Sunday were down to $35.
You need a time specific ticket to go to the sale, so the lines aren't incredibly long at any given time- only 125-150 people are let in every 15 minutes.
Google Madison Children's Museum and go to their website and you'll see information for the "benefit sale".

ETA: I guess 2 of us were posting at the same time. I agree to get there 30 minutes early -I guess it all depends on your idea of a "long line"
ETA again: I guess the quality of the dolls depends to on how early you get in. The earlier you are there the more dolls you have to choose from. I looked over about 10 Kirstens before I chose mine last year. Some had socks that weren't original to the outfit, some had braids that looked a little nicer, but all in all I thought the quality was good- it's not like they're missing fingers or anything like that.
